What does it mrean in the spell description where it says:

Mesmerize (1/55)
Memblur (1%)

Versus the 34 enchanter spell that says:

Mesmerize (2/55)
Memblur (1%)

Versus for instance the 54 enchanter mez:

Mesmerize (2/57)
Memblur (30%)


I know it cant be the percent chance that the mob is memblurred because I seem to blur things about 20-50% of the time.

Yep the 1-55 is the level of critter the spell can affect.

The memblur percentage is the chance that it will also memblur.
