Greetings. I'm lvl 85, almost completely tower geared, almost a complete list of RK.III spells, and yet I still seem barely able to top 5-6k DPS on raid mobs on a regular basis, at least according to the self parser I've been using. I have 4400 AA's, including every single class AA, and the majority of everything else except for the innate items. I currently have the Anguish Robe clicky, 2.0, Vitallium Robe clicky, several of the Irae: Faycite augs (still working on faction for a couple), and yet I still seem to lack in the dps department.
Any suggested spell lineups, clickie usage, macro setups, or AA timing lineups would be greatly appreciated. I'm extremely frustrated.

You are a raider, I am not. However basic technique is the same, with only minor variations due mostly to length of fight, tools available and resists. So i'll tell you what I do.
I sort my DoTs in order from highest damage per tick, to lowest. I cast #1 and activate 3rd spire & intensity or OOW click on refresh, cast #2 and activate glyph of catyclysm during refresh, cast #3,4,5 and activate UF robe click, cast #6,7,8 and go back to cast #1,2,3 etc. Usually when mob is 30% health i try to squeeze off a lifeburn.
Were I raiding, I'd sort the spells usable in the same order of most dps to lowest, and have a 12-DoT lineup. I'd rely on group healers + reluctant benevolance to keep me alive instead of lifetaps; I'd not gamble on blood nukes; I'd have various spellsets created based on mobs. I'd cast 1 through 12, activate 3rd spire + Intensity + glyph + UF robe and maintain the DoT rotation. When intensity faded I'd activate OOW robe and still maintain rotation. You are capable of doing much more dps. MUCH more, like 400%.
I'd try to prep via silent casting on INC, use tonics of efficiency affinity to give the pyres an extra tick duration, use distillate of resonant elementals for extra any-type damage. I'd sick pet somewhere in there while casting, activate aa pets if able during spell refreshes, and do everything I could to keep that 12-stack rolling. I might even go so far as to use some custom audio triggers or pop-up triggers to help keep track of what DoT just faded.
If you are wanting very detailed advice on specific raid targets such as spell lineups, detailed casting orders & such - it's pretty hard to get that kind of info on public forums. The subscriber lounge (if you are willing to support necrotalk) does have some detailed information and a few end-game raiders that have willingly shared that type of information with others for the asking. Or, you could look up people's magelos on this site to find fellow raiders and send them PMs asking for strats.

Bards are another component to the highest parses. The Aria of the Poet Rk3 alone is a 35% increase in average DPS (your 0-90% foci just became 35-125% foci with a bard singing this), then add in Second spire for a little more, fierce eye & epic click inbetween to boost your crit rate, arcane arietta to add more procs off your spells and you will be doing even better.

Follow Scrat's advice.
You also need to use tribute spell haste for reducing your cast time of dots. Casting 12 dots is hard enough, the time saved on casting makes a good bit of difference in how hard it is to maintain them on a mob.
Good mobs to test your DPS are A) various phases of Fippy, B) final mob in chamber event in tower, C) beast phases (sorta, depends on overall guild dps. high guild dps means beast goes down faster than your dmg ramps up and if you get emoted during your burn, your DPS will go to pot), d) brekt in tower, e) scryers in tower

do you have the anguish robe or the group version? if not get one of those, do you have a t8 group robe, if not you need one of those also, is third spire maxxed , you need that. get with a friendly shammy and get some dot pots made, helps with running large amounts of dots,. running all of that should get you into the higher 8k in dps. as long as you have all your crit aa maxxed
there is also a robe in TOB that can help at least it give you another clickie.
