There was an earlier thread about this but:
a) you need a "corpse" (NPC or PC) nearby
B) you need to target the target mob
c) you need to stand still for the cast (like any spell)
Practice someplace safer than Vxed. Kill something green, target the next green mob and hit "Wake the Dead". Viola.

A side note:
Make sure mob you have targetted is not mezzed. WTD pets will just follow you around like lost puppies unless you get hit by the mob after mez breaks.

and... if it works like the epic pet... you have to be within a certain range of the mob you target

Range on epic pet is much shorter than WTD, but yes, there is a range for it. A friend of mine got WTD the other day and couldn't get it to work...I kept asking him if he had the "mob" targetted, he said yes, it turned out he was targetting the corpse he wanted to Wake. You must target an actual mob you want to attack and the only way you get to pick which corpse is by being closer to one than another.

You also have no control over the WTD pet. It attacks whatever mob you currently have targetted. Like BH said if the Mob you target is mezzed, they become useless unless you are attacked again.
They also just stand there and do mothing when the initial mob dies. If a mob gets killed too quick, I'll let a mob clip me once to let the WTD look like it's doing something, this isn't recommended in Vxed.

If you have ever played an Enchanter, they are just like an Animation without the possiblity of the AA Animation Empathy AA *OR* a "Go Away" button.
The DPS difference is likely crap, but when Cachet is just standing around I use her Epic 1.0 to clickie haste my Wake the/Army of the Dead pets (and Cleric Hammers). You can also NDT them.

Epic is like 100 range, equivilant to beneficial spells (oddly enough). WTD and Army is 150 range, so half way between the epic and a detrimental spell (assuming no ext range).

Hm, I don't think I've ever had a pet, swarm or otherwise, that has attacked me unless it got charmed, like when I forgot to /pet hold when Katta enraged way back when.
If I can, I'll pop WTD or AotD during groups. Soloing, usually mobs run too fast to get it off, or I simply don't bother.

Never had one attack me.
WTD pets will crit and flurry if you have those abilities.
One thing I keep meaning to check is if you have affinity AA do they get bard song effects like haste and more important the proc song.
I usually just use the ability solo because I get tired of nagging group to leave me corpses.
