My best drop rate on parchments was always in HoH, so you're on the right track.
If you can take on named mobs in places like PoV, PoD, named giants in PoS, etc, you'll be able to pick up some that way, but that's not your usual xp stuff.

Ive been in need of Specs too, but the last spell from 63-64 that im missing is the pet  So I havn't really wanted to go farming or xping without him. And ive noticed that 63-64 spells are almost never for sale anymore. I wish they'd change the PoP hand ins so that they are like OoW and you get a spell you need every time.

I love working HoH basements also. If you get an Ethereal Parchment you can sometimes get lucky on a turn in for spells. Two of the new fear spells are 61 and 62, therefore EP turn in spells, but they are also DoN vendor spells. I've turned in an EP, gotten a fear spell, taken it to the DoN vendor and gotten like 84 crystals for selling it to him. I'm not sure of the crystal market, but if they were going for like 100pp each, you just made 8400pp on a 61/62 spell...not bad.

Where at in HoH can the parchments be farmed at? I have seen 1 parchment there that dropped from a guardian of marr in my time in the graveyard ever- solo or in groups.

you gotta go deeper in... the basements are you best bet... you can invis / fd flop to them... set up on dark squares in middle and kite like crazy
if you group from time to time i've found plane of torment to be good on parchment drops, as well as BoT (towers esp)

For grouping, BoT seems to be the best (in my somewhat limited experience). I've seen quite a few ethereals and spectrals drop at lower sand, which is where I'm usually at in that zone.
I've only recently discovered HoH basements, though. I tried it one night when murkgliders were camped. It takes a little bit to get the hang of it, but once you do it's silly easy. I've been there twice for a few hours each time and had one parchment drop. The good - it was a spectral. The bad - it dropped off of a Valorian Sentry. Those are unsnarable, so it takes a bit longer to get the kite process down. I figured it out on my third kite, but made a mistake and let my pet get aggro. The fourth time I tried it I got him down with no problems. Definitely tenser than kiting a nice snared mob, though.

I had quite a few just off doing the gargs in PoN, got all my spells easy and sold prolly 30-40 more at bargain basment price of like 10pp when I couldnt move em at 100pp or 50pp each for over a week at each price to get rid of em.
The etherel(sp) were a bigger pain.

For ethereal drops. POD centipides at the fort was the best drop rate I found. In the average 3-4 hour camp. I got at least 2 drops and 4 drops wasn't uncommon. Depending on level though you may not get exp.
HoH basements is stupid easy to camp. In the average 3-4 night i get at least on spec drop. Have had a couple 2 drop nights ( about once per week). Had ethereal drops. Exp and AA exp at 65 and below is very good. At 65 you get 1/2% regular exp per kill and 5-6% AA exp per kill. HoH is pretty open these days and dupilicate spec spells sell pretty decently in the bazaar these days. May not be as high as the old days, But pet, darkness and SoS all sell very easily at the 8-12k range. At least on Zek they do.

If you are tactics flagged, kiting the daiku around the pit in tactics is also a good place for parchments. They are stupid easy to kite, and you have to try getting an add since the mobs are spaced out so very nicely.

Could you elaborate on what to kill and how to kill it in HoH... Mobs I cast on in the basement are immune to speed/movement changes? So how do you kill them?? Either im in the wrong place or trying to kill the wrong things... Thanks

The best place to hunt in HoH is the NE basement. Assuming you know HoH a little bit. The room your looking for is the middle of three rooms after going down the stairs. The armour models are probably what your trying to pull and those are a real problem. Your looking for the Valorium Guards. There are 6 guards and one quest npc in the room (I believe its a Chanter quest mob). The guards at the doors need to be split. You can also pull the quest NPC for the same experience. None summon and the quest NPC has a faster respawn rate so you can usually pull it at least twice while clearing the room. Additionally, the quest NPC doesn't have social aggro so you can pull him without aggroing other mobs. Kite the mobs around the pillars in the corners of the open wall and you should never be touched.
The is one random Valorium Sentry spawn that can't be snared. With sow or run 5 you can kite the mob pretty easy around the pillars. If i need to get hitpoint back I usually lead with Kiss as thats our longest dot cast. Other than that its run to pillar cast dot. When he get in range, run around pillar and run to next corner. Stop and cast next dot. Spells should land and give you time to start moving before the Sentry is on top of you. If spells fizzles you probably want to kite him some more before casting again. After a little practice you will start developing the feel of what point you have to run to to successfully cast your dots. Do it successfully once or twice and it will become trivial to you.
Save all the Hero parts, they still sell well. You should get many spec and ethereal drops. You will also get some random wrist drops ( i used them for tribute points). Spell haste helps, especially for Sentries. Mana regen and mana preservation are also great tributes if you don't have them covered by other items and will increase your experiencing and worth the cost.
You should be able to get 8 mobs in each room clearing pulling the quest NPC whenever it spawns. There are also 2 guards at the enterance to the third room that can be pulled if you have the free time. I also found pet weapons was a good investment. It not an overwhelming improvement, but once you get a little experience its pretty hard to die or loss a pet. So any increases in DPS will help your overall experience. Plus with shrouding to save pets you can go weeks with the same pet and pet weapons. Hope it helps.

Thank you so much, I will try this when I get home from work. Does the quest mob add when killing the Sentrys?

The quest NPC doesn't aggro with anything. Valorium guards are the main spawn and can be snared. Sentry's are the rare spawns that can't be snared.
I did a fair bit of HoH from 63-66 and didn't get many parchments at all. My luck has been way better in Plane of Tactics. I also find Tactics to just be a better hunting ground in general. You never have to FD split mobs and you won't run out unless you have pretty good gear/AA, whereas any 65+ necro can keep an HoH basement clear using KEI and no pet. Also, no unsnareable mobs. Sentries aren't hard to kill, but still annoying. The downside is that the Diaku Death Knights may snare you, as they are SKs. However, with a self buffed MR of 185 snare bounces almost every time and they don't even cast it much. Mobs die in one round of DoTs for me using snare, splurt, 61 or 66 plague, FPoK, BoT, and Demi Lich hat clicky. Diaku Warriors and Death Knights are higher level and have more HP than the other varieties, so either refresh BoT (or FPoK, but not both) when it drops or add a pyro or something.
The only downside is that mobs here, for some reason, are more magic resistant than HoH. At 67 snare resists are still happening with some frequency, on rare occasions going all the way up to four in a row. Since it's an indoor zone you have to zone out if you want to keep SoW pots up. Run5 would make things alot easier here, but Run3 is enough, you just have to be careful.

I have been killing the NE basement of HoH now for days, and not once have I gotten a spectral parchment? Is there higher drop rate somewhere else in HoH? Also, I just got Everquest Titanium editon, Does anybody have any where for LDoN or GoD where you can farm? Or any other expansion that came out after LoY... Thanks again for everybodys help... The guide on actually hunting in HoH was great.... Havent died yet... Thanks again everybody!

Spectral Parchments only drop in PoP zones. There's really nothing you could farm in LDoN since its a grouping and dungeon expansion. There are things you could do in GoD but nothing really to farm at 64.
If you can get in on a pickup Manaetic Behemoth (usually called MB) in Plane of Innovation that succeeds you will be flagged for Plane of Tactics, which is where I get the best spectral drop rates by far. If you don't already have Embracing Darkness you will probably be frustrated by huge snare resist rates though. Kills here can be harder than HoH too, the diaku warriors and death knights have substantially more HP than the other trash here or HoH mobs in addition to snare resistance and spells (for death knights).
Any HoH basement has the same chance to drop parchments.

There is an alternate way to get PoT flagged but having a tracker REALLY helps.

Just invis and head towards the pit, then go left to the empty safe room. Pull to there and just aggro kite. Snare resists are relatively high, but managable. Contrary to what the guide schaeffer linked says, mobs here don't have more HP than I would expect them to and don't run fast. Pretty straightforward, just watch out for snaring death knights.
