armor upgrade

i was just wondering if anyone knows where tattered armor drops, what zone. i really dont feel like paying a ton for my gear and my guild farms keal on sunday. so i was just wondering if it dropped in keal or a different zone.

Velious quest silk drops in kael. You quest it in thurgadin. The gloves and robe are nice pieces. The arms are horrible IIRC. Hat and legs aren't bad either (pet buff on legs, I think).
