Burning affliction, dot's do more dmg
spell haste, shortens casting time
affliction efficiency, reduces mana useage on dots
mana preservation, reduces mana useage on other spells
extended range, is a "nice-to-have" cast on mobs further away
Improved damage, makes nukes/lifetaps do more dmg/heal you more
summoning haste isn't really vital imo, but I guess it's ok...
regent conservation, never really hurts but don't go out of your way for it. Saves bonechips, peridots, coffins, and rune components.
I'm not sure if it's available but an "accursed extension/time burn effect, whatever/if anything that makes your dots last longer.
Same with pet focus, I'm not sure if they're available at level 39..but if they are, it'd be worthwhile to pick one up.

You want Burning Affliction which makes your DoT's hit for more each tick. It also works on the lifetap over time spells, which also means it heals you more per tick as well. Check out the BA III Bracer quest in the quest forum, which has been tested and looks simple enough to follow although I have not tried it myself.
You may also want a mana preservation III item to save you 10% mana on every cast of every spell. Improved Damage is also nice. It makes your Nukes hit for more, including your lifetap DD, which in turn heals you for more. Extended Range is also great because it enables you to cast on a MoB while it's further away than normal. Helps incase there is a snare resist, so you can get off a root, or just try for another one if you're feeling lucky. Reaagent Conservation is also another decent one, especially necros. Has a 10% chance to not use a reagent when one is required for the spell you are casting. This works on Corpse Summons, Pet summons, Sacrifice, Convergence and Manaskin as well. they each take Coffins, bone chips ( & peridots 59 and above), emeralds, essence emeralds and peridots respectively. Saving one of those every once in a while can add up quickly.
Check out the Focus Effects post on this site, it's got some good items you can start looking for. It's pinned, but I forget which forum it's in though, should be in this one i guess. Also Casters Realm has a pretty decent list of items with Focus Effects.
