one of my friends in game recommended getting 9th spell slot before any others.

Maybe run3 to help you kite better which will help you get other aa's faster.

You have two questions here. It is tough going from toons with 9 slots to 8. The order you buy most AAs tend to revolve around personal choice and how you find yourself playing the game though. Do you find yourself really wanting an extra spell gem because you regularly juggle a 2 or 3 spells? If so it probably be worthwhile to do sooner then later. It is high on my personal list.
As far as when to stop to AA again just depends. The thing to keep in mind is 1 AA is the same amount of xp as lvl 51. It is typically faster to earn AAs at later levels. There are other things to keep in mind though like catching up with a group of friends, slowing down to let them catch up, etc. You could also split your xp but you might just end up frustrated as it will seem like forever before you get anything.

few things here....
first, if youre just looking to increase your power as a necro, focus on levels, not AAs
second, personally i dont feel the extra spell slot is a must buy at first. i didnt get it until 150ish AAs. it will really only save you some time and is more of a "nice to have" kinda thing IMO. as far as making you as a necro more powerful, there are better choices
third, trying to do AAs at this level will just cause you to become frustrated imo. the AAs fly by at higher levels <3 solo 69.1 :D i currently bang out a little less than 3 per hour, or about 3 in 1/2 hour with lession.
fourth, dont listen to me or anyone else's advice if its not what you want to do. this game is about having fun and but that extra spell slot at lvl 55 if thats what ya wanna do!!! ;)
hope i helped at least some

this was discussed more than once here. you may use the search function to find these endless philosophical discussions.
just to summarize:
yes, some AA are very nice, like scm3, 9th spell slot, death peace aa, pet hold, ....
how nice, depends on your personal playstyle. thats all.

I wouldn't stop at 55 to alt exp. I might consider doing a 90/10 reg/aa exp split to get a couple alts out of the way. Maybe look at 65 as a possible aa exp time. At 55 you will be killing mobs and getting 1% maybe 2% per kill in aa exp. At 65 you will be killing mobs that give 6% per kill at 70 you will be getting double digits per kill. Higher level=more power which equals faster killing which leads to faster leveling.
I would use the same philosphy when choosing alts, at least for the first 150 alts. What is going to make it easier and faster for me to kill and make me more survivable in my enviroment. 9th spell gem is nice convenenious item but I probably wont exp any faster because of it. SCM, Crit Dots, crit direct damage, defensive skills all make me kill faster and more survivable. I would focus on them first, but thats my style. Its hard at 55 looking to 65 or 70 before getting these things. But the road will be shorter in the long run, the game opens up more and the chance to really upgrade your character in skill and equipment becomes available by hard grinding to 70.

I stopped at 55 to get a few AAs. (I was doing them in Dranik's Scar and they actually went pretty fast at the time.) I got run3, regen3 and my 9th spell gem. Honestly having that 9th spell was a life saver at that level -- thats where FD lived until I got the AA. I don't know if I'd get it as my 3rd purchase or first but I know I'd buy it early if I were to re-roll.
That said you gotta do what works for you. We can all give you the best advise we have but in the end it's your call. AAs do come much easier later in levels so there is some weight to that theory, but having some of the "key" AAs knocked out early sure can't hurt. If you like the level of power you have right now and can get some decent AAs then why not grind a few out. It's a simple click to turn the AA exp off until later.

If anything, get run 3, i think it has saved my life more often than anything else - being able to outrun most mobs when SoW drops/FD Fails/Snare fizzles is a good thing.
Plus, it'll save you money on SoW potions and donations.
I only have 5 AAs - run3/regen2
Of course if you have jboots, don't worry about it.

*shrug* I did 5 aa's at 51 (run3, regen2) decided to move on... this was before the 9th spell slot... I probably would've been motivated to do 9 aa's at 51 if it had been there.
after run3, regen3 (only because of requirements to go further), the 9th spell slot, and SCM3 (21 aa's total) I think there are very few aa's that are worth just sitting and grinding out until you are at least to you are 65+.

The single best is 66 required.. Death Peace.
And our biggest DPS AA, Critical Affliction, is required 65.
Most of the really good stuff is 65+
And.. the spells you get 60-65 are huge compared to any you get 50-59.
Really the 50s are something you want to get past.. quickly. Run 3/Regen 3 and a spiffy Title. Sure sure. I did it, can't tell you not to. But I wouldn't again. I would press on.
