I think that (for learning fear kiting anyway) Qeynos Hills is about your best bet. Obviously, stay away from the guards. Kite animal mobs. It will give you an idea of what to do anyway. There are probably a ton of other places to go. GL to ya.

Qey Hills - be careful of Holly Windstalker. She's a pain. There's a level 20 ish necro spwans at night. His PH during the day is Scruffy the rat.
