Has the recast on death peace AA been raised to 5 seconds from 3?

In trying to control my agro on a raid last night, I had an fd failure and noticed I couldn't recast as quickly as I was before ...

Have I lost my mind?

It's always been 5 seconds.

I did notice that it fails alot more than usual now though.
