Im having trouble understanding how this AA accually works. I dont know what it means when it says increased chance to make specialization checks? I dont know what that means exactly. I know that it lets me fizzle less but when it says it increases chance to lower mana cost of spells by 30% ( rank 3).
Theres a chance for this to happen?
So if you didnt understand the question, I am asking what it means by the specializtion checks... and the chance to lower mana cost by spells.

While I dont know the actual percentages, here is how SCM works.
When you get your Specialize (whatever), at level 235 it has a certain percent chance to reduce your mana cost on a spell of that type and also reduces your chance to fizzle on that spell. In order for that to happen, you must pass what is called a "Specialization check".
Thus, the AA at level 3 increases the CHANCE that your specialization check will pass, and when a specialization check passes, it reduces your chance to fizzle the spell by alot AND it also reduces the mana cost by something like 50% or something like that.
So, in summary: SCM makes your chance to have a specialization check pass 30% more often at level 3. When a spec check happens, it reduces your mana usage on that spell by a great deal, and also reduces the chance to fizzle by alot.
To put this in perspective, dreadpyre costs over 1000 mana when i have no mana pres. If i were to pass a specialization check when i cast dreadpyre, it costs around 400-600 mana.
Sorry about not knowing the actual numbers on this, but that's about how it works.
Finally, this is one of the most essential AA's it is possible to have as a caster. The only AA's I would get before this are RS3, death peace, and Mnemonic Retention.

The mana pres is a fixed 13.6% or something like that. It's a must-have AA after run3 and regen3.

Ahh ok, because i was told it was a must have but didnt quite understand how it worked. I was going to get spell casting fury but since this sounds like its a must have ( as well as im being told it is =x).

From which I extract (painfully) these answers: Specialization nor Spell Casting Mastery is *not* random, but a fixed savings per cast. You still need the "base amount" to cast the spell, but when you are done the savings are refunded.
Specialization
50: 3% savings (or 2.5)
200: 11% savings (or 10)
so.. 100 should be between 5% and 6%.
Spell Casting Mastery does not add a random check, but rather another fixed percentage of savings:
SCM1: 2%
SCM2: 5%
SCM3: 10%
Without secondary Forte.. with SCM2 you are getting a refund of 16% mana on each of your primary spec spells, 8% on the others. Once you get SCM3 you will be getting 13% and 21% respectively.
So, to summarize, if I read all this correctly:
Fixed Mana Savings (in refund form, after cast):
Spec SCM0 SCM1 SCM2 SCM3
50 3% 5% 8% 13%
200 11% 13% 16% 21%
100 5% 7% 10% 15%
to 6% 8% 11% 16%

I have not found a firm figure for 100 Spec.. and hey, all the base numbers changed. But, basically, SCM is not random.. it's a fixed Mana Preservation in the form of a refund.

Note spec caps were raised in tss with the level change too.
This could be measured at 235 or w/e it's at now.
250 main spec
125 2ndary with the AA
75 all others
I was casting abjur on a fake toon, so no wonder it was fixed 13.6% :)
