I hear from people that the less cha u have the better u fear will work? is this true? sorta like the more cha u have the better ur chance of charming. oposite for fear?

I have heard both arguments but as far as I can tell I dont notice a difference in fear with more or less cha. I tested it using some 25+ cha steins and shm cha so it would be considerable difference. But, it seemed to last the same amount of time for me. This was only on PoN ravens though might be different elsewhere. Charm, however, does need cha using the steins once again I went to grey and charmed shissars. Using my regular innate cha charm broke more frequently then when buffed with steins. Might have been luck but I keep steins around for selling anyway. Can buy some for like 20pp each so not hurt ya and the less hp and manna from the two items wont matter much since you are most likly just hasting pet and slowing the mobs. Might be totaly wrong don't take my opinion for truth but until soe representative comes out and proclaims to norrath my statement is wrong. I will continue the way i do =).
