Can we reserach other classes?

I remember reading somewhere once that certain classes can research other classes spells. Anyone know if this is true or not? And if so. what classes can we reserach for and are there penalties?

intelligence casters can reseach wisdom caster spells (i.e. clerical) since they do not have the ability to research

a necro cannot however research another intelligence caster spell (i.e. wizard)
