Just need to get off my @$$ and make one (after I get about 70 more skill-ups to max at 300, LOL!)

Sounds like this is buggy then. I had a person in my guild make this for me and it turned out to be No Trade. I have not seen any for sale in the bazaar either.

It could just be your server although that would be weird. I'd post that on eqtraders.com if I were you...or over on eqlive on the tradeskill forum. NGreth would see it either way and fix it.

Im seeing fine runic vellum solution in the bazaar...is that what I need or simply "fine runic vellum?"?

You need Sooty Fine Runic Vellum from the Bazaar (or drop). You "clean it" with the Fine Runic Vellum Solution to use in your combine.
