agreed... it really doesn't ever land full. I recall seeing some mobs somewhere in RoF where it was landing with the "Mostly" message, but that mob was the only one that I recall seeing. I *think* it might have been in Kael, but CC is a possibility.
The Enchanter slows are also on the block to have their limits "capped," so we have to share the nerf boat with them.

Yeah, test has a change to the AA slow. I haven't heard from any devs, but I assume the AA slow was not being mitigated, giving us the full 70% slow, instead of some % of 70%.
Anybody with the AA on live could check by casting it on an undead NPC and seeing if they don't get a 'partially successful' message. I never bought the AA because we have a very old spell that works fine.

But if thats the case then our slow should have just been dropped back to 70% and the extra two ranks refunded and removed.
It just doesn't make sense.
